PRESIDENTIAL: Mexican President Carlos Salinas de Gortari was in Southern California on Monday but stayed north of Orange County. . . . That may not happen again. Jose Angel Pescador, Mexico’s consul general in Los Angeles, told Orange County supervisors Tuesday that aides to Salinas are “almost sure” that the Mexican president will visit Orange County, “especially Santa Ana,” next year.
