Pasadena to Reconsider Choice for City Manager

Bowing to pressure from the black community, the Pasadena Board of Directors has unanimously agreed to reconsider its choice of a white administrator from Toledo, Ohio, to serve as the next city manager.

Nearly 200 people, most of them African-Americans, staged a 12-hour rally at Pasadena City Hall on Tuesday protesting the selection of Philip Hawkey, city manager of Toledo. Hawkey, 43, was chosen last week on a 4-3 vote of the board, which also considered two black candidates.

The protesters charged that the selection was based solely on race and contended that Hawkey had difficulties in his relationships with minorities in Toledo.

In Toledo, Hawkey defended his record and said he would not withdraw his application.
