TOP CEOs: Although Columbia Savings & Loan is saying that the office towers it built with the Koll Co. of Irvine are still half empty (D1), there is still some good news for Donald Koll. . . . The Koll chairman is one of four Orange County business leaders on California Business magazine’s “Top 25 CEOs of the Decade.” The other locals on the state list are the Irvine Co.’s Donald L. Bren, William Lyon of the Lyon Co. and David S. Tappan of the Fluor Corp.
