John Crowley, Pasadena city director, has been named the 1990 recipient of the Winston Crouch Award by the Executive Council of the American Society for Public Administration, Los Angeles Chapter.

He will be honored at the annual ASPA awards dinner May 24 at Lawry’s California Center in Los Angeles.

Crowley received the award for more than 40 years of public service. He has been on the Pasadena Board of Directors for 12 years. His career in public service included work as a consultant for the Public Administration Service, a nonprofit, problem-solving firm for government agencies.

He also served as assistant director of the Municipal Finance Officers Assn. of the United States and Canada and as the Southern California manager of the League of California Cities. From 1952 to 1956, he was city manager in Monterey Park.

Crowley serves on the Burbank-Glendale-Pasadena Airport Authority, belongs to the International City Manager’s Assn. and is a member of the board of directors of the National Civic League and the 2000 Partnership, the regional implementation committee for L.A. 2000, a group studying regional issues.
