From Times Staff and Wire Reports

President Robert Mugabe ushered in Zimbabwe’s second decade of independence with a pledge to Parliament to give land to the people. About 4,000 white farmers own more than half of the most fertile land, while 8 million blacks are on land that is considered mostly arid. Mugabe promised to introduce amendments to the constitution to make it easier to redistribute land. Mugabe also promised to bring Zimbabwean troops home as soon as possible from neighboring Mozambique, where they are guarding transport links against guerrillas.
