NATO, Warsaw Pact Drop Target Date for ‘Open Skies’ Treaty
North Atlantic Treaty Organization and Warsaw Pact countries Friday abandoned their target of signing an “Open Skies” accord on mutual aerial surveillance next week.
The 23 countries of the two military alliances had hoped to have a treaty signed by their foreign ministers next Saturday--the first anniversary of President Bush’s challenge to the Soviet Union to open its air space.
But chief Hungarian delegate Tibor Toth told a news conference the negotiations that have been going on in Budapest since April 23 would adjourn May 10 without an accord and that a ministerial meeting would not take place.
