PUC Judge Proposes Pay Phone Rules: An administrative law judge of the California Public Utilities Commission issued a proposal calling for a 20-cent-per-call rate on all pay phones, free access to 911 emergency and 411 directory assistance and other measures designed to standardize services and address consumer complaints of excessive costs and poor service.
