Security Council to Meet in Geneva to Let Arafat Speak

GENEVA — The U.N. Security Council will meet Friday in Geneva, rather than in New York, to let PLO Chairman Yasser Arafat address a debate on the latest violence in the Israeli-occupied territories, the United Nations said today.
A U.N. European headquarters spokesman said the special council session will take place in Geneva even if Washington suddenly reverses past policy and gives Arafat a visa so he could talk at U.N. headquarters in New York.
The spokesman added that the Security Council debate may well be continued in New York after the special Geneva session.
White House deputy press secretary Roman Popadiuk said Tuesday that no visa request from Arafat had been received. Popadiuk said the Administration would wait for a request before deciding whether a visa would be issued.
