Mortgage Rates Down: Fixed-rate home mortgages average 10.33%, down from 10.37% last week, according to a national survey by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.53%, down from 8.56% last week. The rates do not include add-on fees known as points.
