Tough Standards Urged for Federal Enterprises: Concerned about avoiding a fate similar to the nation’s thrifts, the Treasury recommended that government-chartered enterprises, such as the Federal National Mortgage Assn., build loan-loss reserves and qualify for top credit ratings. Agencies included in the recommendation were the Federal Home Loan Mortgage Corp., the Federal Home Loan Bank System and Farm Credit Banks.
