Cost of Funds Index Drops: Signaling a drop in rates on adjustable-rate mortgages, the cost of funds index for 11th District savings institutions dropped in April to 8.211% from 8.258% in March, the Federal Home Loan Bank of San Francisco reported. Changes in interest rates for ARMs are frequently tied to changes in the index.
