Transfer of Funds Is Disturbing

Regarding the article about the Northwestern Los Angeles Conservation District, published May 20, I am appalled. Am I wrong in the belief that assets of this quasi-public district were created by real estate taxes on local property owners?

The transfer of funds or assets by the directors to the Foundation for Resource Conservation is equally disturbing. How can those directors possibly justify their actions in the handling of public funds entrusted to their care and designed to be used for the benefit of the public in the area in which they served?

There was a definite need for public service that the original district was designed to perform. The fact that the directors failed miserably in fulfilling their duties was reason enough for the Board of Supervisors to disband the district. Whatever the outcome of the dispute over the disposition of assests, they should properly be earmarked for use within the original district.
