East-West Negotiations Over United Germany’s NATO Role

The article “U.S. Soviet Stumbling Block” (Part A, May 1) makes reference to “German forces invaded Russian territory twice this century. . . .” There is no question that Russia was attacked by Germany in World War II, but it is also documented that Russia entered World War I on the side of the Western powers and proceeded with an ill-fated attack on the eastern frontier of Germany.
It has become fashionable and pure delight to blame Germany for all the world’s past ills and an anticipation that future problems will find their root causes in the same place.
I believe that Germany has been a model citizen of this world for the last 40 or so years trying to atone for the past and as a member of NATO has done its share to prevent the encroachment of communism in Western Europe.
