LINCOLN LEGACY: The state board regulating accountants grapples with the Lincoln S&L; scandal today. The State Board of Accountancy meets to decide whether to sue Arthur Young & Co. and two other accounting firms for the way they audited the failed Irvine thrift and its bankrupt parent firm. The state attorney general is also “close” to filing suit against Arthur Young for allegedly misrepresenting the thrift’s financial figures, said Chief Assistant Atty. Gen. Richard D. Martland.
