BREATH TEST: Diane Melenson, above, inspects the entrance to Ocean View High School’s “Under the Big Top” party. The safe and sober “Grad Nite” party, one of many in the county designed to prevent teen-age drunk-driving accidents, began in Orange County 30 years ago and has now spread to all 50 states. In 1989, six county youths between 15 and 18 were killed in car accidents after drinking and 161 were injured, according to the California Highway Patrol.
