From Times wire services

The Soviet legislature today delayed for at least two months the government’s plan for a controversial increase in the price of bread, the main staple of the nation’s diet.

The Supreme Soviet, in a rebuff to the government of Premier Nikolai I. Ryzhkov, said plans to triple the price of bread in stages starting July 1 would have to wait until September or later. The vote was 319 to 33.

Government officials had said the price increase would have brought in $24 billion, but that all the money would be turned back to Soviet consumers by other means. However, they acknowledged that they had not fully worked out plans to turn the money back to them.
