Judge to Be Appointed to Bicentennial Panel

WASHINGTON —
President Bush announced Monday that he will appoint Michigan Judge Damon J. Keith to the Commission on the Bicentennial of the U.S. Constitution. He would succeed William Lucas, who now serves in the Justice Department.
