EAST BERLIN : Security Is the Issue

The two Germanies and the four, victorious World War II powers adjourn Friday for the second round of talks aimed at settling external security arrangements for a united German state.

The Germans talk of progress, and the mood seems good, but the Soviet Union continues to hold back on such crucial questions as membership of a united Germany in the North Atlantic Treaty Alliance. Soviet Foreign Minister Eduard A. Schevardnadze talks of the “many variations” possible in drafting new European security arrangements.

In fact, no breakthrough is expected before next month’s congress of the Soviet Communist Party and a concurrent summit meeting of NATO leaders.
