WORLD IN BRIEF : LIBERIA : Guerrillas Battle Troops Near Capital

Rebels battled Liberian troops at four locations in an arc surrounding Monrovia, the capital, after capturing the country’s main water treatment plant. Civilians who fled the fighting said the guerrillas appeared to be preparing to attack the city. The rebels have said they will attack Monrovia unless President Samuel K. Doe resigns. They have refused to attend a second round of peace talks mediated by the Liberian Council of Churches.
