A federal judge in New York upheld the government’s right to block ABC from televising the 1991 Pan American Games from Cuba. U.S. District Judge John Sprizzo rejected ABC’s claim that the government action was a violation of free speech.

ABC agreed to pay Cuban organizers $8.7 million for U.S. television rights to the Pan Am Games. But the Treasury Department refused to license the broadcast, citing federal laws that restrict business between U.S. companies and Cuba.
