Legislation pumping $1 billion into education spending in response to a state Supreme Court order was signed into law by Gov. James J. Florio. The new law goes into effect in the 1991-1992 school year and will be paid for by a $1.3-billion increase in the state income tax. The Democratic governor signed the measure at a swearing-in ceremony in Trenton, N.J., for John Ellis, the state’s new commissioner of education.
