Mario Vazquez Rana, president of Pan American Sports Organization, said that U.S. television coverage of the 1991 Pan American games in Cuba could be arranged through Mexico or Canada.

Vazquez Rana was reacting to a decision by a U.S. federal judge last Friday to uphold a U.S. government ban on plans by ABC to televise the games.

The United States said the planned ABC coverage, which would have involved payments to Cuba, contravened a U.S. trade embargo imposed in 1961.
