Former President Jimmy Carter gave President Bush mixed reviews after accepting Philadelphia’s $100,000 Liberty Medal.

“I’ve been extremely disappointed in President Bush on environmental issues,” Carter said Wednesday after the gala Freedom Festival at Independence Hall.

“In almost every case he’s come down basically on the same positions as James Watt,” Carter said, referring to the controversial Interior secretary under Bush’s predecessor, President Reagan.

“But on other things, in national affairs, I think Bush is doing a great job,” Carter, a Democrat, told reporters who asked for his assessment of the Republican Administration.

The former Georgia governor said he will use the Liberty Medal prize money for humanitarian causes. The prize was established in 1988 by We the People 2000, a nonpartisan group of civic and business leaders. Bell Atlantic Corp. has underwritten the cash award.
