WORLD IN BRIEF : ISRAEL : Court Cancels Plan to House Soviet Jews

The Israeli Supreme Court overturned emergency powers granted to Housing Minister Ariel Sharon for a crash building program to house a wave of Soviet Jewish immigrants. The government had given Sharon the right to bypass existing rules in order to rush construction of 3,000 apartments and prepare the groundwork for another 8,000 to house hundreds of thousands of Soviet emigres.
