Thousand Oaks Mayor Alex Fiore became the first candidate to file papers for the November City Council election, kicking off his eighth campaign at the city’s Janss Mall on Thursday.

Five others, including incumbent Councilman Larry Horner, have taken out papers for the November race but have not filed, according to the city clerk’s office.

Elois Zeanah, 48, a volunteer homeowners representative who ran unsuccessfully for the council in 1988 and 1989, said she took out papers Thursday.

Zeanah served as campaign manager for Maria VanderKolk, who defeated Supervisor Madge L. Schaefer in June.

Robert O’Brien, 60, the city’s former director of building and safety who retired in 1988, also took out papers this week, he said.

And Robert Garafalo, 53, a retired public relations executive who is a reserve police officer in the Los Angeles Police Department’s Van Nuys Division, said he also has taken out papers.

Earlier, Planning Commissioner Judith Lazar also took out papers.

Three council seats are open, and the filing deadline is Aug. 15. Councilman Tony Lamb has announced that he will not seek reelection.
