WORLD : German Elections Pact Signed

EAST BERLIN —
East and West Germany signed an accord today to hold unity elections in December under modified West German balloting rules and said the draft of a treaty for a political merger should be ready by Friday.
The two sides set up six joint working groups to iron out remaining points of dispute in fusing two divergent legal systems and then present proposals to negotiating teams in East Berlin for approval.
