Francis M. (Dutch) Seeger, 84, a Los Angeles drug and alcohol abuse counselor whose column “What About Drinking?” ran in several Western newspapers. A recovering alcoholic himself, Seeger founded a drug hot line in Lancaster, where he directed his counseling services, and a crisis intervention hot line in Las Vegas. In Lancaster on July 23.
