PORT HUENEME : Extradition Sought of Accused Kidnaper

Gov. George Deukmejian’s office issued a warrant on Tuesday to Nevada Gov. Robert J. Miller for the extradition of a Port Hueneme man who is accused of kidnaping and sexually assaulting his housemate and her 7-year-old daughter.

The warrant for Justo Dungca, 34, was sent by Express Mail to Gov. Miller’s office, said Joanne Trammel, of Deukmejian’s staff.

Dungca has been held in lieu of $1-million bail in the Clark County Detention Center in Las Vegas since his arrest in that city on July 20.

If he is extradited to Ventura County, Dungca faces charges of kidnaping, child molestation and attempted murder of the child and kidnaping and sexual battery of the mother in connection with the incident, which began on July 19.

On that day, authorities have said, Dungca bound and gagged the woman and her little girl in his bedroom, where he sexually assaulted the mother. He then forced them to drive with him to Anaheim, where the woman was able to escape, authorities said.

Dungca surfaced the next day with the little girl in Las Vegas, where he was trying to sell the woman’s car when police found him. As police closed in, Dungca grabbed the girl’s neck and then slammed her head against the floor before police finally rescued her, according to Las Vegas police.

If convicted of all counts, Dungca faces a maximum sentence of 28 years in prison.

Deputy Dist. Atty. Vincent J. O’Neill Jr. said Tuesday that he has found no precedent case that would either permit or prohibit prosecuting Dungca in Ventura County for attempted murder, which he allegedly committed in Las Vegas. However, he said Nevada authorities have “definitely given us the go-ahead to go first and try to attain jurisdiction over the attempted murder charge.”
