Since June, the price of Huntington Beach crude has climbed 65% to $16.50 a barrel, but that’s still low compared to the industry’s benchmark, West Texas Intermediate. . . . Local crude is just that--relatively heavy and low-grade--and some producers are planning to close down their wells.
