BUENOS AIRES — Sen. Eduardo Menem, brother of Argentine President Carlos Saul Menem, has become the effective leader of the ruling Justicialist (Peronist) Party after becoming its vice president Friday night, party sources said Saturday.

Antonio Cafiero stepped down last Tuesday as party president.
