West Covina : New Rules for Guest Houses

The City Council has tentatively approved an ordinance that would allow only one guest house per single-family residence.
The council voted 4 to 0 Monday to amend the Zoning Code. The amendment would also limit the size of a guest house to a maximum of 640 square feet.
City officials defined a guest house as a temporary residence for visitors or employees of the owner.
The proposal is meant to prohibit owners from converting guest houses into rental units.
Homeowners who apply for permits to build guest houses would have to obtain deed restrictions preventing rental of the houses. They also would be prohibited from installing kitchens in the units.
If the measure receives final approval by the City Council, it would take effect Sept. 27.
