Mortgage Rates Up: Fixed-rate mortgages averaged 10.29% this week, up from 10.05% last week, according to a national survey released by the Federal Home Loan Mortgage Corp. It was the highest level since a similar 10.29% rate was posted last June 1. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.36%, up from 8.31% last week. The rates do not include add-on fees known as points.
