Delegates reelected party President Luis Donaldo Colosio to his post Saturday as Mexico’s ruling Institutional Revolutionary Party opened its annual three-day assembly here.

“Our assembly . . . will definitively establish the base on which we will have to advance in our reforms,” Colosio told more than 9,000 delegates.

“Everything could change except our total identification with the beginnings of the Mexican revolution,” he said.

Delegates to the assembly were expected to debate proposed political reforms, including those outlined in March by Mexican President Carlos Salinas de Gortari.

In his proposal, Salinas urged the party members to broaden their base of support by promoting internal debate and allowing local supporters to elect their own representatives in a move away from appointed positions.

The PRI has held power since 1929 with the support of labor unions, farm groups and bureaucrats, but critics argue that the party exercises an outmoded grip on the government in the face of changes in Mexico and the world.
