WORLD : U.S. Personnel Put on Alert in Philippines as Base Talks Near

Off-post leave and non-essential travel for U.S. military and government personnel was canceled today after reports of an increased threat to about 41,000 Americans at six facilities in the Philippines.

The announcement broadcast on U.S. military television’s Far East Network came five days before the expected resumption on Monday of talks on the renewal of U.S. basing rights in the Philippines.

The government of President Corazon Aquino is discussing the possibility of a cease-fire with communist guerrillas while remaining on alert against mutinous soldiers who have sought six times to oust her.

A string of 18 bombings, blamed on military dissidents, has rocked the capital over the last three weeks.
