President Bush has accepted an offer from Iraqi President Saddam Hussein to speak to the people of Iraq in a videotaped message to be broadcast on Iraqi state television. The White House said Bush will prepare his taped remarks in the next few days, and the Iraqi ambassador to Washington indicated that they would be broadcast in their entirety.

Iraq’s foreign minister brushed aside renewed calls by Soviet President Gorbachev for the withdrawal of Iraqi troops from Kuwait and Moscow’s warnings of increased international sanctions.
