THOUSAND OAKS : Attempt to Annex Industrial Park OKd

The Ventura County Local Agency Formation Commission has reversed an earlier decision and will allow the city of Thousand Oaks to try to annex a 350-acre industrial park.

The commission voted Wednesday to overturn its earlier decision because it did not have the authority to take such action, said Shannon Trower, LAFCO’s legal adviser.

Trower said that Thursday because the Rancho Conejo Industrial Park is surrounded by Thousand Oaks, the city has the legal right to try and annex the site. The industrial park is located near Rancho Conejo Boulevard just north of the Ventura Freeway.

Trower said that if the city receives written protests from 50% of its registered voters against annexation, the city would not be able to proceed with its plans. If the city receives protests from 25% to 50% of the voters, a special election would be called.

Jim Bilicki, who represents more than 50 of the businesses in the industrial park, said the landowners are strongly opposed to annexation.

Bilicki said he will meet with landowners in the next few days to discuss the action they will take to block annexation.

Business owners have complained that the cost of trash services would skyrocket if they join the city.
