U.N. Secretary General Javier Perez de Cuellar pleaded for authority and funds Tuesday to organize a standby peacekeeping operation, warning that the organization was stretched to the limit in funds and personnel.

In his annual state-of-the-world report prior to the opening of the 45th session of the General Assembly, he also issued another periodic warning about the financial straits in which the world body perennially finds itself.

“We have funds for only 24 further days of operation,” he said citing a debt of over a $1 billion in regular dues and peacekeeping contributions of which the United States owes about half.
