Orange County ranked fourth in the nation last year in the number of illegal immigrants granted amnesty under the Immigration Control and Reform Act. The 20,838 total was 4.2% of the nationwide figure. Los Angeles County ranked first with 184,373 (37.4% of the total). The metropolitan areas of Chicago (36,995, 7.5%) and Houston (23,916, 4.8%) ranked second and third.

The large number of amnesty recipients in Orange and Los Angeles counties helped give California the highest state share in the nation, 57.8% of the 492,200 total. Texas ranked second with 15.4%. Here’s a breakdown of whence those granted amnesty in Orange County during 1989 came:
