AWOL: The Royal Scots Dragoon Guards band, scheduled to open the three-week Festival of Britain here Oct. 12, has canceled. The musicians have a good excuse; they’ll be busy driving tanks and tending hospitals in Saudi Arabia, part of an armored brigade being sent as part of Operation Desert Shield. . . . “This sort of thing doesn’t happen often, but they’re soldiers first,” says a British consulate spokesman. . . . Subbing for the group at the festival will be the Royal Highland Fusiliers band.
