WORLD : Allies Renounce German Rights

The four victorious powers of World War II today suspended all their rights in Germany including Berlin, clearing the way for Germany to become fully sovereign when it unites Wednesday.

Ministers of the four powers--the United States, the Soviet Union, Britain and France--joined the two Germanys in signing an agreement in New York suspending their rights from the moment unification comes into force Oct. 3.

Formal termination of rights will take effect when a treaty signed last month is ratified by the parliaments.
