Pacific Bell Proposes Rate Cut: The proposed $73.3-million rate reduction would lower the average residential customer’s bill by 28 cents a month beginning in January. The reduction, part of the California Public Utilities Commission’s “incentive regulation” plan adopted a year ago, if approved would appear on customers’ bills as an increase in the credit that they have been receiving for the past three years.
