Trade Curbs Vetoed: President Bush vetoed a bill to limit imports of textiles, clothes and shoes, saying the measure would hurt the economy, lead to increased prices for Americans and violate international trade agreements. The legislation would allow only a 1% annual increase in textile imports and would freeze imports of non-rubber footwear, such as leather shoes and sneakers, at their 1989 levels.
