Fixed-Rate Mortgage Rates Rise: The rates averaged 10.24% last week, up from 10.22% the week before, the Federal Home Loan Mortgage Corp. said. It was the highest since rates averaged a similar 10.24% during the week ending Aug. 31. The rate on one-year adjustable-rate mortgages was 8.19% last week, down from 8.24% the week before. Rates do not include add-on fees known as points.
