Voter Apathy, Dissatisfaction

With 28 propositions on the ballot, including several to limit the terms of legislators, it seems that it would be much more practical to have a proposition eliminating the Legislature altogether. The legislators are not doing the job for which they have been elected and have turned over the responsibility of governing to the citizens. Why should the voters be taxed to support a state Senate and Assembly and then be forced to do their work?
