Hughes Aircraft Co., Los Angeles, appointed Wayne Shelton, former chief executive of Washington-based Planning Research Corp., president and chief executive of Hughes Information Technology Co., a newly formed subsidiary. Shelton was also named a Hughes corporate vice president and a member of the company’s policy board.
