Briton Urges Open Phone Markets: Iain Vallance, chairman of British Telecommunications, Britain’s largest phone company, said the United States should match his government’s plan to open telecommunications markets to foreign competition. He said he was disappointed that the British government was not pressing other nations for reciprocal open-market agreements on telecommunications. Britain has proposed opening its telecommunications industry to unlimited local and foreign competition, including local phone service by cable television companies.
