Union Wants Right to Match Bids: The United Steelworkers wants the right to match any offer USX Corp. receives for its steel business. The union, which represents 18,000 USX employees, made the proposal in contract talks. Andrew V. Palm, the union’s chief negotiator, said the union’s request to match offers must be dealt with before an agreement can be reached on a contract to replace the one that expires Feb. 1. The union said it would buy the division through an employee stock ownership plan.
