OPEC Meeting Will Begin: Ministers of the Organization of Petroleum Exporting Countries arrived in Vienna for talks that are likely to leave intact a boost in oil production approved last August after Iraq invaded Kuwait. This is OPEC’s annual winter meeting, which begins Wednesday and is normally used to map out production and pricing plans for the coming year. But this year members will examine various scenarios for the future so they will be prepared to act once the Persian Gulf standoff ends.
