More AT&E; Layoffs; President Resigns: The corporation that has spent millions developing a Dick Tracy-style wristwatch pager will lay off 40% of its work force because of a severe cash crunch. The San Francisco firm said it needs a cash infusion to continue operating and would explore a sale or merger of the company. Two top executives resigned: Charles Skibo, president and chief operating officer, and Ronald Foerster, senior vice president and president of AT&E; Laboratories Inc. Sixty to 80 employees will be cut to bring the work force below 100 by early January. Most of the layoffs will occur at the Portland, Ore., laboratory division.
