Ex-Czech Official Charged With Abuse

PRAGUE, Czechoslovakia —
The former interior minister under Communist rule, Frantisek Kincl, was taken into custody on charges of abusing his power, the CTK news agency said Friday.
The daily Lidove Noviny said Kincl and two others were accused of trying to stop dissident activities in 1988-1989 by detaining or harassing activists. The offense reportedly carries a maximum 10-year prison term.
